Synapse Addresses Electricity Price Increases in Roundtable Presentation
On May 19th, Bruce Biewald addressed the Restructuring Roundtable
with a presentation titled “Electricity Price Increases: Causes,
Effects, and Solutions."
Bruce estimated that without electricity deregulation, the recent
gas price increases (2002 -2006) would have added $3 billion to New
England's annual aggregate electricity bill, and that with deregulation
the cost increase amounts to $8 billion per year.

Analysis
of Alternative and Complementary Technologies to Coal at Mohave Generating
Station
Synapse teamed with Sargent & Lundy to evaluate a set of supply-
and demand-side technologies to replace or complement power flowing
to Southern California Edison (SCE) from the coal-fired Mohave Generating
Station in southern Nevada. The consultant team reported to a group
of stakeholders including SCE, consumer and environmental advocates,
the Navajo Nation and the Hopi Tribe.
Technologies evaluated included IGCC with and without carbon capture
and sequestration, wind, various solar technologies, and a unique
option comprised of DSM procurement in nearby states coupled with
a power purchase of "freed up" supply imported into California.
Synapse was responsible for development and characterization of the
DSM procurement option, as well as estimates of projected fuel prices,
output profiles, emission costs, economics of carbon sequestration,
various tribal issues, and employment impacts on and off the affected
reservations.

Synapse
Assesses Proposed Liquefied Natural Gas (LNG) Terminal in Long Island
Sound

Synapse was asked to evaluate alternatives to the Broadwater LNG import
facility, proposed as a floating storage and regasification facility
to be located in Long Island Sound.
We concluded that the region does not have a pressing need for a new
baseload resource to provide natural gas; that the region's energy
needs for the next decade can readily be met through energy efficiency,
implementation of existing renewable energy goals, expanded use of
combined heat and power, and repowering of existing power plants.
Finally, we found that there are other options for increasing gas
supply to the region which would be far preferable to the Broadwater
proposal. The most promising of these includes two LNG import facilities
already under construction in Eastern Canada, together with the planned
expansion of the Maritimes and Northeast pipeline from Eastern Canada
into the Northeastern United States.

Synapse
Evaluates Alternatives to Coal-fired Generation in the Upper Midwest
Synapse evaluated whether there are supply and demand-side alternatives
to the proposed Big Stone II coal-fired generating facility that are
technically feasible and economically cost-effective. Synapse also
is investigating whether the applicants have included appropriate
emissions control technologies in the design of the proposed facility
and whether the applicants have appropriately reflected the potential
for the regulation of greenhouse gases in the design of the proposed
facility and in their analyses of the alternatives.

Rick Hornby Brings 30 Years of Expertise to Synapse Staff
Rick Hornby joined Synapse as a Senior Consultant last month, bringing to the firm more than thirty years of expertise in the energy industry as a regulatory consultant, senior civil servant, and project engineer. His primary areas of focus have been planning, market structure, ratemaking and gas supply/fuel procurement. As a regulatory consultant in the natural gas and electric industries he has presented expert testimony and provided litigation support in approximately 100 proceedings in over thirty jurisdictions in the United States and Canada. Prior to joining Synapse in 2006, Mr. Hornby was a Principal with CRA International.
