Assessing the Impacts of Electricity Generation Regulatory Structures on Connecticut Ratepayers

In response to higher and more volatile electricity supply pricing in Connecticut, some stakeholders have suggested returning to a vertically integrated market. The Connecticut Office of Consumer Counsel retained Synapse to investigate the potential impacts of a vertically integrated utility regulatory framework for Connecticut. We identified three performance metrics by which to evaluate regulatory frameworks: average cost, price stability and state policy considerations. We then evaluated the tradeoffs associated with different electricity system regulatory frameworks along the spectrum of regulation levels and how they might impact Connecticut consumers.
