El Paso Electric Company's Time-Varying Rate Pilot Program
Synapse was retained by the New Mexico Department of Justice (formally, the New Mexico Office of the Attorney General) to provide expert witness services in the review El Paso Electric Company’s (EPE) application for a Time-Varying Rate Pilot Program (TVR Pilot). EPE proposed four time-varying rate designs to test with advanced metering infrastructure over the pilot period. As part of our review, Synapse conducted an analysis to ensure that each rate is designed to create sufficient savings to motivate customers to shift load to off-peak hours and is reflective of the temporal nature of system costs. Synapse also examined aspects of the pilot related to the size of treatment groups, enrollment, process and impact evaluations, customer protections, and recommendations for future permanent rates.
