On behalf of Appalachian Voices (Sierra Club), Synapse authored direct testimony, filed in a Certificate of Public Convenience and Necessity (CPCN) proceeding, to rebut the economic arguments of Monongahela Power Company and the Potomac Edison Company (the Company) that favored keeping its coal plants open. While the Company's study had focused only on the gross impacts of coal generation, Synapse's testimony articulated the need to take stock of both upside and downside effects - in other words, the imperative to conduct a balanced, net analysis. This case settled in advance of being litigated.
