Evaluation of CT Grid Infrastructure Resilience and Reliability

The Connecticut Department of Energy and Environmental Protection (DEEP) is engaging Synapse as a consultant to support DEEP in the application for funding under Section 40101(d) of Infrastructure Investment Jobs Act (IIJA), and in the evaluation, selection, and prioritization of grid infrastructure resilience and reliability projects. Synapse will review and comment on the draft 40401(d) Application and Program Narrative with a focus on the evaluation process and criteria that the state intends to use to award the funds for implementation. Synapse will also review and comment on the state’s RFP to solicit specific projects for funding, with a particular emphasis on helping DEEP develop evaluation criteria and metrics for projects to report on progress. Synapse will participate in and provide technical assistance during and after several stakeholder engagement workshops related to the Application and RFP and ensure that stakeholder input is incorporated. Synapse will then apply the evaluation process and criteria to select and prioritize projects for implementation.
