Expert Testimony Regarding BGE’s Multi-Year Rate Plan

Synapse was retained by the Maryland Office of the People's Counsel to provide expert witness testimony on the multi-year rate plan proposed by Baltimore Gas and Electric Company (BGE). Synapse provided written and verbal testimony on a variety of topics related to decarbonization. Courtney Lane testified on issues related to BGE’s proposed performance incentive mechanisms, electric vehicle program benefit cost analysis, and cost recovery approach. Kenji Takahashi testified on BGE’s proposed building electrification programs and Eric Borden testified on the cost recovery design for those programs. Asa Hopkins testified on the prudence of BGE’s natural gas investments and its capital planning process.
