Expert Testimony Regarding PSCo’s 2021 Electric Resource Plan & Clean Energy Plan

Synapse provided expert testimony and analysis to support the Colorado Energy Office in reviewing Public Service Company of Colorado’s (PSCo’s) 2021 Electric Resource Plan and Clean Energy Plan in Colorado Public Utilities Commission Docket 21A-0141E. Synapse used the EnCompass capacity expansion and production cost simulation software to model alternative resource portfolios.

Synapse modeling focused primarily on understanding the current operation of the coal fleet and targeting alternatives to PSCo’s proposal in supporting emissions reductions and increasing clean energy generation. Synapse explored parameters including modeling economic dispatch of Comanche 3 coal unit, alternative early retirement dates for Comanche 3 and Pawnee and incorporating a higher social cost of carbon. Divita Bhandari's testimony and exhibits describe the overall modeling process, summarizes the scenarios evaluated, and details the results from the analysis, including system-wide greenhouse gas emissions and revenue requirements.
