Synapse and the Center for Energy and Environment supported MassCEC in the analysis of wholesale market impacts of efficiency and demand response measures during deep winter cold snaps. We examined deep energy retrofits, ground-source and air-source heat pumps (including air-to-water heat pumps), and smart thermostat demand response. We used a marginal impact analysis based on EnCompass modeling to identify the hourly price and emissions effects of each measure, as well as their impact on the regional demand for natural gas. We also provided analysis of programmatic options for each of these measures.
