Massachusetts Clean Heat Standard: Policy and Regulatory Analysis

On behalf of Conservation Law Foundation, Synapse analyzed the potential design and impacts of a Clean Heat Standard in Massachusetts. The scope included collecting the costs and emissions impacts of clean heat technologies and fuels, including biofuels, electrification, and energy efficiency measures. Synapse also evaluated the interaction between a clean heat standard and existing programs, notably Mass Save, and put the policy in the context of the overall building sector decarbonization portfolios examined in the state's Clean Energy and Climate Plan for 2025 and 2030.
