New York Technical and Policy Support in Utility Regulation

For almost a decade, Synapse has provided the Natural Resources Defense Council with technical and policy support in many New York Public Service Commission proceedings. Over the 2022-2023 period, we provided testimony, comments, and analysis of utility-proposed investments in rate cases, individual gas utility long-term plans, and the statewide greenhouse gas emissions pathways study. We focused on the consistency of these proposals with the state’s equity, affordability, and climate goals, including those established in the Climate Leadership and Community Protection Act. In the context of the state’s New Efficiency: New York periodic review, we drafted a white paper on the function of performance incentive mechanisms (called Earnings Adjustment Mechanisms in New York) in utility energy efficiency and electrification program design and administration. Project completed.
