Synapse prepared expert testimony for Sierra Club on NV Energy’s 2024 Integrated Resource Plan, evaluating the company's proposal to build new gas combustion turbines at the site of its Valmy steam plant. NV Energy claimed that new capacity was needed to meet the increasing industrial load forecast, and that adding combustion turbines at Valmy would allow the existing Valmy steam units to operate less frequently, reducing costs. Synapse pointed to the lack of evidence that new combustion turbines would necessarily allow NV Energy to operate the Valmy steam units less frequently. Synapse also highlighted that, if some of the highly uncertain industrial load forecast does not materialize, then NV Energy will not need to install new combustion turbines at Valmy to be able to reduce generation, costs, and pollution at the Valmy steam units.
