Synapse provided expert testimony for a PacifiCorp general rate case regarding the prudence of environmental retrofits undertaken in the 2008-2009 timeframe. As a result of this case, Wyoming imposed Certificate of Public Convenience and Necessity requirements for all projects over $25 million.
