In a lengthy and complex legal proceeding, Entergy is contesting the New York state ruling that closed-cycle cooling is the best technology available for minimizing environmental impacts at Indian Point, and must be installed as a condition for renewal of state and federal operating licenses. Synapse assisted Riverkeeper in preparing for hearings, addressing the question of whether the costs of cooling towers at Indian Point would be "wholly disproportionate" to their benefits, and evaluating the implications of other New York regulations for Entergy's decisions about cooling technologies at Indian Point.
