Synapse worked with the MCEA and Izaak Walton League to draft comments on the Otter Tail Power 2010 IRP. Rachel Wilson provided testimony describing modeling used in the company’s Advanced Determination of Prudence for BART retrofits at its Big Stone plant. Project completed in October 2011.
