Review of Georgia Power 2013 Rate Case

Synapse reviewed Georgia Power's request for Environmental Compliance Cost Recovery (ECCR) due to anticipated future requirements under the EPA's Mercury and Air Toxics Standards (MATS), the Georgia Multipollutant rule, and the coal residuals rule. Synapse determined that many of the requests made by Georgia Power had been approved without comment in the preceding integrated resource plan, but that Georgia Power had not made those expenditures public or explicit, leaving the question of future environmental compliance costs largely unanswered. Project completed December 2013.
