Synapse assisted RAP and the US Department of Energy in support of the Utility Motivation Working Group, one of eight working groups in the State Energy Efficiency Action Network. The Group is composed of a variety of regulatory commissioners, consumer advocates, utility representatives, and efficiency advocates from around the US. The Working Group sought to advance policies that would provide electric and gas utilities with sufficient motivation to pursue all cost-effective energy efficiency.
