Total Resource Cost Comments

The Pennsylvania Public Utility Commission (Commission) proposed adjustments to the Total Resource Cost (TRC) Test. Through this Order, the Commission will continue to explore how best to structure and apply the TRC Test for Pennsylvania. Synapse submitted comments on the Commission’s Order on behalf of the Keystone Energy Efficiency Alliance and Penn Future. Synapse's analysis covered the appropriate definition and use of the TRC test, including the appropriate benefits and costs to account for in the cost-effectiveness screening.
