Rate & Bill Impacts of Efficiency Programs in New Hampshire

On behalf of the New Hampshire Evaluation, Measurement, and Verification Working Group, Synapse developed Excel-based models and an accompanying report to assess the long-term rate, bill, and participant impacts of energy efficiency resources. Efficiency resources create upward pressure on rates from the recovery of program costs and lost revenue, as well as downward pressure as a result of avoided costs.

The net result indicates the impact on customer rates from efficiency resources. Synapse analyzed the rate and bill impacts of four rate classes for each of New Hampshire's three electric utilities and two gas utilities. We also analyzed annual and cumulative efficiency program participation across multiple years and programs to estimate the customers who are likely to experience bill increases or decreases over the long term.
