Synapse was retained by the Maryland Office of the People's Counsel to review the cost of service study, rate designs, and electric vehicle benefit-cost analysis (EV BCA) proposed by Delmarva Power & Light (DPL) as part of its multi-year rate plan. Melissa Whited testified regarding the impacts of DPL’s proposed rate designs on customer electricity usage and beneficial electrification technologies, as well as the alignment of DPL's rates with the seasonality of costs on the distribution system. Courtney Lane testified regarding shortcomings in DPL's application of the EV BCA Framework, including unfounded assumptions regarding customer off-peak charging behavior.
