Review of DPL's Advanced Rate Designs

On behalf of the Maryland Office of People's Counsel, Melissa Whited testified regarding the rate designs proposed by Delmarva Power & Light (DPL) to ensure consistency with Maryland’s energy policy goals. Based on our review, we found that DPL's EV tariffs do not provide sufficient savings for customers who charge their vehicles off-peak, and, in the case of the PIV tariff, contain unnecessary costs for a second meter; DPL's legacy time-of-use (TOU) rate is poorly designed; and the on-peak prices in DPL's new TOU rate schedule are excessively high, impeding customer enrollment.
