Review of Performance-Based Regulation Mechanisms in Illinois

Synapse was retained by the Illinois Office of the Attorney General for support in two proceedings aimed at developing performance tracking frameworks, including both reporting metrics and performance incentive mechanisms (PIMs), for Commonwealth Edison Company (ComEd) and Ameren Corporation (Ameren). The spur for these proceedings was the 2021 Climate and Equitable Jobs Act (CEJA), which set out parameters for a future performance-based regulatory regime for the state's investor-owned utilities.

Representing the AG, Synapse provided expert witness testimony and surrebuttal testimony that focused on the proposed PIMs for reliability and grid modernization. Additionally, the Synapse team and provided recommendations concerning reporting metrics and benefit-cost analysis practices.
