Xcel Colorado Clean Heat Plan Rate and Bill Analysis

In support of intervenors in Xcel Colorado's Clean heat Plan proceeding, Synapse developed a tool to calculate rate and bill impacts of alternative Clean Heat Plans. The first being The Colorado Energy Office's proposal and the second, the City and County of Denver's proposal. The results were then provided in testimony by Dr. Asa Hopkins.
